Dr. Al Kuwaiti is the Head of the Cyber Security Council in the UAE. He is currently holding the position of the Managing Director of the “National Data Centre under the Supreme Council for National Security”. He is also working as Assistant Professor (Adjunct) of Homeland Security Program at Rabdan Academy.

In his current role, Dr. Al Kuwaiti aims to create a fully governed approach to data privacy, sharing and processing as well as the unification and connectivity of government systems and digitization towards a smart government. Working alongside the UAE’s digital transformation agenda, Dr. Al-Kuwaiti has put together an implementation plan to protect the UAE cyberspace through emerging technologies such as Cloud, Big Data and AI.

H.E. Dr. Al Kuwaiti is a board member of “UAE Council for Digital Wellbeing”, “Telecommunications and Digital Government Regulatory Authority”, “Federal Geographic Information Center”, “United Arab Emirates University (UAEU) – College of Information Technology (CIT) Advisory Committee” and “Emirates Ict Innovation Center (EBTIC) – Khalifa University Committee”. He was the main Keynote speaker for more than 50 international, regional, and national Cybersecurity Events.

In 2013, Dr. Al Kuwaiti joined the National Electronic Security Authority where he held various positions. As the Executive Director of Government Operations, he managed the National and International government relations. In 2011, Dr. Al Kuwaiti was the Chief Technical Analyst at Ministry of Interior where he directed and managed various technical and administrative tasks. He also held other positions, such as Operations Director and CTO of the Counter Terrorism Center. He was also stationed as a Defense, Air, and Naval Military Attaché at the Embassy of The United Arab Emirates in Washington, D.C.

Dr. Al-Kuwaiti has published numerous studies and lectured at many conferences such as IEEE, RSA, Cyber Warfare Europe, Tele Strategies, ISS World MEA, IDEX, International Anti-Cyber Crimes Conference, Future War Summit etc., Dr. Al- Kuwaiti presented the UAE Cyber Security Framework at INTERPOL in Singapore. He organized various events such a paper-s National Cyber Security Exercise and Cyber Quest.

His interests are consulting on detecting, monitoring and responding to cyber warfare, Network Forensics, Corporate Governance & Process, and national cyber policy. He is an honorable member of Society of Engineers, IEEE Society, Golden Key National Honor Society and Computer Society. He is a visiting lecturer on Cyber Security at universities such as Khalifa University and National Defense College in Abu Dhabi.

With over 20 years of experience, Dr. Al-Kuwaiti holds a Doctorate in Computer Engineering and Network Security from George Washington University in the U.S. and a master’s degree in Telecommunications and Computer Networks. He also holds a M.A. degree in International and Civil Security. Dr. Al-Kuwaiti has won various awards such as Best Lecturer, Dean honors list, leadership Awards, best Design Projects.

In 2021, Dr. Al-Kuwaiti’s was an ambassador of collaboration between the government and cyber agencies. Under his leadership, key public- private partnerships were established between the UAE Cyber Security Council and leading local and international cyber security organizations with the goal of making a positive contribution to the UAE cyber agenda. Additionally, bilateral agreements established with countries both within the region and across the world contributed towards mutual information sharing, capacity development and legal assistance aid treaties.

Under the patronage of H.E. Dr. Al-Kuwaiti, the UAE advanced 42 positions in the Global Cybersecurity Index, rising 5th place globally from 47th place in 2017.

Sarah AlBarri is currently pursuing her M.Sc. in Machine learning from MBZUAI. Prior to that, she did her Bachelor’s and M.Sc. in Electrical engineering from the American University of Sharjah (AUS). Sarah’s research interests are in Arabic NLP.  She aims to contribute to the development of Arabic language NLP literature and applications. She was awarded second place in ADAFSA (Abu Dhabi Agricultural and Food Security Authority) agricultural hackathon and was featured in Al Khaleej and other newspapers for her project.  

Moreover, she was a finalist in WomenHackAI by Siemens, CISCO Sustainability Challenge, and the ICE-22 Innovation Challenge for Entrepreneurship (by ProjectSet).
